NCLT advances the CLT movement by advocating for fair housing policies, providing affordable housing, offering consultation, and incubating new CLTs and related organizations.

Committed to community equity

NCLT partners with organizations locally, statewide and nationally, continuing to build political support for CLTs as an important model for community stewardship of land and housing. NCLT has helped to expand the CLT movement by leading and participating in several critical and successful public policy campaigns.

CHANGE AT THE POLICY LEVEL

We advocate.

At the national level, NCLT collaborated in the creation of the National CLT Network, which is now Grounded Solutions.
 
At the state level, NCLT collaborated in the creation of the California Community Land Trust Network (CACLTN); played an instrumental role in the development of $500M California Foreclosure Intervention Housing Preservation Program (FIHPP) fund, a loan and grant to aid nonprofits in purchasing and rehabilitating buildings purchased through, or at risk of, foreclosure; and facilitated first tenant in California (Jocelyn Foreman) to use SB 1079 to purchase her foreclosed home from a speculative corporate buyer.
 
At the local level, NCLT is a proud endorser of the Berkeley Tenant Opportunity to Purchase Act campaign, working with partners to move forward a policy that prevents displacement and empowers tenants. TOPA has become a pillar of the Equity 4 Black Berkeley Initiative.

PROGRESS BEGINS WITH A SAFE FOUNDATION

NCLT develops, acquires, and rehabs housing; sells affordable condominiums and single-family homes; leases offices and homes to non-profit organizations, cooperatives, and co-housing communities; rents affordable apartments to low, very-low and extremely low-income households; and governs and stewards properties in partnership with residents and community members.

NCLT currently stewards 118 permanently affordable units across 22 properties. Most recently, NCLT has partnered with residents who led the anti-displacement initiative for NCLT to acquire multifamily buildings in Berkeley & Oakland, averting potential sales to speculative buyers.

SHARING 50 YEARS OF EXPERIENCE

We consult and train.

NCLT's consultation and training services include assisting potential new and existing housing organizations such as tenant-initiated co-ops, emerging CLTs, and other groups wanting to create or expand permanently affordable housing & community facilities. 

NCLT trains and supports homeowners, residents, and community members as a part of its stewardship program. This includes training, tools, and resources to help groups that want to move their rental to resident-controlled models, as well as supporting residents through difficult macroeconomic and personal events.

COLLABORATION FOR GROWTH

We incubate.

NCLT works to further expand the CLT movement by incubating new CLTs and CLT related organizations. Over the past decade, NCLT has provided over $1.5 million in technical assistance services to incubated CLTs, as well as existing community-led housing organizations.

In the past several years, NCLT helped incubate the Supportive Housing Community Land Alliance (“SHCLA”), and Preserving Affordable Housing Assets Long term Inc. (“PAHALI”). Two new CLTs that are currently in development are the Artist Space Trust (“AST”), and the Vallejo CLT (”VCLT”).
