NCLT rents affordable apartments to low, very-low, and extremely low-income households, sells condominiums and single-family homes to low-income households; and leases offices and homes to non-profit organizations, cooperatives, and co-housing communities.

NCLT’s income requirements range from <30% AMI to <80% AMI, , depending on the housing opportunity. Please see Current Housing Opportunities for specific openings and income requirements.

Previous applicants interested in another property should contact the property manager indicating which available housing opportunity interests you. If 1-5 years have passed since the last application, provide updated income verification, addresses, and household details. After over five years of significant changes, you may consider completing a new application.

NCLT ranks applications based on specific criteria. Household income must align with regulatory limits, adjusted annually by HUD. Household size must match the home's bedrooms. Certain homes prioritize special-needs groups as per subsidy funding requirements. NCLT also considers credit and rental history.

No, NCLT does not maintain a waiting list.

Residents at NCLT East Bay rental properties can request maintenance by accessing the portal or emailing info@shawprop.com for a link. For maintenance emergencies such as flooding, fire (call 911 first), gas leaks (call PG&E first 1-800-743-5000), a broken entry lock, or a broken heater in the freezing weather, call Shaw Properties at 510-201-0473.

During times of financial difficulty, tenants are encouraged to contact NCLT’s property manager (for renters) or stewardship coordinator (for homeowners) to discuss potential resources and to create a payment plan.

Tenants with grievances are invited to contact NCLT staff first and are welcome to fill out an online form, which goes to the property manager, to initiate the process. If not resolved, residents may contact NCLT’s Executive Director in writing. Residents may refer to their lease for additional details.

Project proposals are assessed based on alignment with NCLT's mission, strategic plan, and capacity. The evaluation process includes initial staff conversations; an assessment of organizational capacity, an internal approval process, and a project committee presentation.
